I walked over to see this aircraft and found the owner/pilot was a USN pilot

I'm not sure. He said that this one hadn't been started in months, so it's
been a while. He, along with 2 partners got 3 of them with the intention of
working them up and selling them. Then, the one that was an A&P got
transferred to California, now the work is slow.
